The film is set in Northern Ireland. At the centre is the figure of Victor Kelly, gangster, murderer, and the leader of a gang of killers. Modelling himself of Cagney and Dillinger, his cruelty and brutality turn him into a local legend, feared and venerated within the community. In a city where violence and revenge have become driven as much by habit as by political conviction, Victor’s acts of ritualistic murder are a frightening new development.

Ryan, a journalist numbed into sickened apathy, becomes fired by an obsessive need to discover the truth about the so-called ‘Resurrection Man’, putting his own life at risk. As Victor’s mind begins to disintegrate, it becomes clear that even Victor Kelly is a victim of someone else’s orchestrated war …
